Mumbai, Nov 30 (PTI) The Reserve Bank is unlikely to cut the repo rate before the end of January, British brokerage Barclays Capital said today. "Repo rate cuts, which should lead to an actual easing of call money rates, are not expected before late January," it said in a report released here. The RBI is scheduled to announce its mid-quarter monetary policy review on December 18. Reserve Bank Governor D Subbarao has resisted wide calls for the growth-propping rate cuts for some time now, citing the elevated inflation. The report was compiled ahead of today's government data which showed a dip in GDP growth to 5.3 per cent for the second quarter of the current fiscal. "The entrenching growth slowdown is likely to trigger repo rate cuts next quarter," Barclays said, adding that the market has already factored-in the cuts. Given the tight liquidity condition, which have seen banks borrowing up to Rs 1 trillion from the overnight window in the recent weeks, Barclays said RBI will continue cutting the cash reserve ratio and undertake Government bond buybacks. "Liquidity infusions (CRR, OMOs) will likely have to be continued in the next three months merely to contain the liquidity deficit," it said. Global hacking network declares Internet war on Syria

BEIRUT (Reuters) - Global hacking network Anonymous said it will shut down Syrian government websites around the world in response to a countrywide Internet blackout believe aimed at silencing the opposition to President Bashar al-Assad.
Syria was plunged into communication darkness on Thursday when Internet connectivity stopped at midday. Land lines and mobile phones networks were also seriously disrupted.
The Syrian government said "terrorists" had attacked Interet lines but the opposition and human rights groups suspect it to be the work of the authorities.
Opposition activists have used the Internet extensively to further their cause by publishing footage of aerial strikes and graphic images of civilian casualties. In the absence of a free press, they have used social media to disseminate information during the uprising and communicate with journalists abroad.
Anonymous, a loose affiliation of hacking groups that opposes Internet censorship, said it will remove from the Internet all web assets belonging to Assad's government that are outside Syria, starting with embassies.
By 1000 GMT on Friday, the website for Syria's embassy in Belgium was down but the embassy in China - which Anonymous said it would target first - was operating. Most government ministry websites were down although this could be due to the blackout.
Several networking experts said that it was highly unlikely that the lines had been sabotaged by anti-Assad forces.
CloudFlare, a firm that helps accelerate Internet traffic, said on its blog that saboteurs would have had to simultaneously sever three undersea cables into the port city of Tartous and also an overland cable through Turkey in order to cut off the entire country's Internet access.
"That is unlikely to have happened," CloudFlare said.
The government has been accused of cutting communications in previous assaults on rebel-held areas. Anonymous said Assad's government had physically "pulled the plug out of the wall".
"As we discovered in Egypt, where the dictator (Hosni) Mubarak did something similar - this is not damage that can be easily or quickly repaired," it added, referring to an Internet outage during the early days of the 2011 uprising in Egypt.
Rebels have seized a series of army bases across Syria this month, exposing Assad's loss of control in northern and eastern regions and on Thursday fighting on the outskirts of the capital blocked access to the international airport.
More than 40,000 people have been killed since the uprising began in March 2011, according to opposition groups.
Human rights organisations, including Amnesty International, said the Internet cut could signal that Assad is seeking to hide the truth of what is happening in the country from the outside world.
Syrian authorities have severely restricted non-state media from working in the country.
The hacker collective has staged cyber attacks on the U.S. Central Intelligence Agency and Britain's Serious Organised Crime Agency. Earlier this month, The Israeli government said it logged more than 44 million hacking attempts in just a few days during its military assault on Gaza after Anonymous waged a similar campaign.

Swansea's Hernandez likely to miss Arsenal clash
REUTERS - Swansea City winger Pablo Hernandez is likely to miss Saturday's Premier League clash with Arsenal, manager Michael Laudrup said on Friday.
Along with Wayne Routledge and Nathan Dyer, Hernandez was a constant threat in their 3-1 victory over West Bromwich Albion on Wednesday, but the Spaniard limped off with 15 minutes remaining due to a thigh injury.
"These injuries happen from time to time with the amount of games and it's part of football," Laudrup told the club's website (www.swanseacity.net).
"We have to accept it and that's why we have a squad of players."
Swansea, who are unbeaten in their last five Premier League games, are eighth in the table with 20 points, one below Arsenal.

MUMBAI (Reuters) - French food group Danone plans to double its nutrition unit's sales in India in the next three years, a company executive said, as the world's top yogurt maker raises its focus on emerging markets to drive growth when its traditional European markets are slowing.
Danone early this year paid about $355 million to buy Indian drugmaker Wockhardt's nutrition business that sells popular brands such as Dexolac, Farex and Nusobee. The brands compete with Danone's top global rival Nestle .
"India's growth in the nutrition sector will outpace China's (growth)," Laurent Marcel, managing director at Danone's India nutrition business unit, told reporters on Thursday. "We are here to expand."
India's baby nutrition market is valued about 25 billion rupees, in which Danone holds about 8 percent share, he said.

11 lakh sales in Oct-Nov: Hero MotoCorp
"Our retail sales in the festive months of October and November crossed 11 lakh units earlier this week. This represents a seven per cent growth over the same period last year. By the time the month of November is over, we would have retailed even higher volumes, further adding to this tally," HMCL Senior Vice President (Marketing and Sales) Anil Dua said.
December being the last month of the year when retail off-take remains sluggish, the company is restricting its despatch sales in November, Dua said.
"Having said that, we would still be despatching almost five lakh two-wheelers this month. Going forward, therefore, we remain cautiously optimistic for the rest of the fiscal," he added.
Dua said this kind of retail sales has come about riding on robust demand for strong brands such as Splendor and Passion as well as new models like Maestro and Ignitor.
"This also marks a key milestone for brand Hero as this record comes just two months after the complete migration of Hero MotoCorp's two-wheeler range from the erstwhile joint brand to Hero," he said.

Bangladesh call up uncapped Mominul for Shakib

KHULNA, Bangladesh (Reuters) - Bangladesh have called up uncapped middle-order batsman Mominul Haque to replace injured Shakib Al Hasan for the first two one-day internationals against West Indies.
All-rounder Shakib has been ruled out of the matches with a shin injury.
"There is no suitable all-rounder at the moment, so we were in a dilemma whether to pick a bowler or a batsman," said chief selector Akram Khan on Wednesday.
"At the end of the day we went for Mominul because team management preferred a batsman. We have some part-time bowlers, hopefully they will complete Shakib's job as a bowler."
The first two one-dayers of the five-match series will be held in Khulna on November 30 and Dec 2.

Flower replaced by Giles as England's one-day head coach
REUTERS - Andy Flower is handing over responsibility for England's one-day and Twenty20 sides, with Ashley Giles named as head coach by the England and Wales Cricket Board (ECB) on Wednesday.
Flower will continue as England Team Director and will remain in charge of the test team but will take a back seat in limited-overs cricket after five years at the helm.
Giles, an England selector since 2008, will take charge of the side for the first time on the tour of India and New Zealand in January and February.
"England cricket has enjoyed considerable success over the past five years," ECB managing director Hugh Morris said in a statement.
"In order to build on that success we know that we need to look for ways to evolve and it has become clear that the Team Director role needs to change if we are to ensure we are utilising the role as effectively as possible.
"Bringing in a Head Coach for the ODI and T20 formats allows the Team Director more time to plan for forthcoming series and tournaments and also have a more realistic and sustainable work life balance."
Flower, 44, said part of the reason for the change was to spend more time with his family, having been present at virtually every England test and one-day match since taking the role.
He is currently in India where England are level with their hosts at 1-1 after two matches of a four-test series.
"I'm very excited by these changes and very much looking forward to working with Ashley Giles as we look to build on the success England cricket has had in the last few years," Flower said in a statement.
"The changes in my role will provide me with new challenges and the time to allow me to focus on areas that are important if England cricket is to continually improve.
"The change in role will also allow me to thoroughly plan and prepare for each of our international series whilst spending the right amount of time at home with my young family."
Giles, a member of the 2005 Ashes-winning side, said: "I am delighted to have been appointed England ODI and T20 head coach and to be given an opportunity to coach at international level.

U.S. worries hit global shares, euro subdued after Greek deal

LONDON (Reuters) - Shares, commodities and the euro fell on Wednesday as investors fretted about a lack of progress in U.S. budget talks and doubts crept in over Greece's new debt deal
U.S. Senate Majority Leader Harry Reid expressed disappointment on Tuesday over the progress of talks between Democrats and Republicans on avoiding the "fiscal cliff" - $600 billion in automatic tax rises and spending cuts due to start early next year.
This compounded investors' caution about the plan agreed by Greece's lenders late on Monday to reduce its debts. The deal opened the way for more aid to Athens to avoid a chaotic default, but some details remain unclear and analysts worry it will not do enough to make Greece's debt viable.
The FTSEurofirst300 index of European stocks was down 0.2 percent by 1145 GMT, giving up almost all of the previous session's gains.
London's FTSE 100, Paris's CAC-40 and Frankfurt's DAX slipped between 0.1 percent and 0.3 percent and the MSCI index of global stocks was down just over 0.2 percent following falls in Asian equity markets.
"We have some aftermath effects of the Greek deal with investors probably reconsidering some of their optimism and focus is also shifting to the U.S. fiscal cliff issue," said Joost Beaumont a senior economist at ABN Amro.
"Risk sentiment has been a little bit hit by the comments by Harry Reid overnight ... We expect there will be a deal but it could be an 11th hour one which may not help confidence."
CLIFF HANGER
Futures prices pointed to another soft open on Wall Street. The main U.S. data of the day will be home sales figures and the Federal Reserve's November "Beige Book" which will provide the latest gauge of the economy.
In currency markets, the euro was down 0.3 percent to $1.2907 by 1100 GMT as traders continued to take profit on the gains the currency made in the run up to the Greek deal.
"The uncertainty brought by this (Greek deal) approach makes European assets, including the euro, vulnerable to global growth risks," Barclays Capital analysts said in a note. "For that reason we think the European muddle through amplifies the market's response to the fiscal cliff discussion in the U.S."
European Central Bank data added to the uncertainty, showing depositors continued to pull money out of Spanish and Italian banks in October, despite ECB President Mario Draghi's conditional promise in September to help troubled euro zone countries.
Away from Europe, the yen rose to 81.80 yen against the dollar, as market players pared back expectations of aggressive monetary easing by the Bank of Japan and the U.S. concerns increased.
The Japanese currency had lost about 4 percent against the dollar over the past two weeks as investors started to price in a possible shift in monetary policy after a Japanese election on December 16.
COMMODITY SLIDE
In Asia, MSCI's broadest index of Asia-Pacific shares outside Japan <.MIAPJ0000PUS> fell 0.5 percent, retreating near three-week highs, with materials and energy sectors leading the declines.
Commodity markets also reflected the worries of a possible U.S. budget crisis and how this could tip the world's biggest economy into recession.
Gold fell for a third straight day, copper dropped from a three-week high and Brent crude lost 29 cents to $109.58 per barrel.
"There is bearish sentiment caused by problems in U.S. negotiations, with the fiscal cliff still looming," said Filip Petersson, analyst at SEB in Stockholm.
Bond markets were sending more mixed signals, however.
German government bonds firmed as the U.S. fiscal and Greek problems attracted support for safe haven assets, but Italian and Spain debt also rose as euro zone-focused investors closed short positions on the bonds following Tuesday's Greek deal.
"As long as that (the fiscal cliff) is in play we're not going to see Bunds trade off too far ... given the growth implications next year," one trader said.

Car bombs kill 34 in pro-Assad Damascus suburb

BEIRUT (Reuters) - Two car bombs exploded in an attack that killed at least 34 people on Wednesday in a district of the Syrian capital loyal to President Bashar al-Assad.
The explosions struck the eastern neighbourhood of Jaramana, home to many of Syria's Druze minority as well as Christians who have fled violence elsewhere, ripping through nearby shops and bringing debris crashing down on cars.
Car bombs have shaken Damascus - once a bastion of security in Assad's 20-month campaign to crush an uprising against his rule - with growing regularity but Wednesday's attacks were the deadliest in the capital for several months.
Authorities severely limit independent media in Syria and it was not immediately possible to verify reports. The government said 34 people were killed.
The bombs followed two weeks of military gains by rebels who have stormed and taken army bases across Syria, exposing Assad's loss of control in northern and eastern regions despite the devastating air power which he has used to bombard opposition strongholds.
Underlining the growing military muscle of the rebels, bolstered by weapons captured during raids on army facilities as well as supplies from abroad, fighters shot down a war plane in the northern province of Aleppo on Wednesday using an anti-aircraft missile, the Syrian Observatory for Human Rights said.
Opposition group subsequently posted a video clip on the Internet that showed a man in a green jumpsuit being carried through fields. He was bleeding heavily from his head and appeared unconscious; "This is the pilot that attacked the houses of civilians," said a voice off camera.
Another video showed a blackened and smouldering tail fin of what activists said was a MiG-23 warplane.
The bloodshed came as Syria's new opposition coalition held its first full meeting on Wednesday in Cairo to discuss forming a transitional government crucial to win effective Arab and Western support for the revolt against Assad.
"The objective is to name the prime minister for a transitional government, or at least have a list of candidates," said Suhair al-Atassi, one of the coalition's two vice-presidents.
The two-day meeting will also select committees to manage aid and communications, a process that is becoming a power struggle between the Muslim Brotherhood and secular members.
Rivalries have also intensified between the opposition in exile and rebels on the ground in Syria, where the death toll has reached 40,000, including soldiers, civilians and rebels.
'TERRORIST' BOMBS
State news agency SANA described Wednesday's blasts as "terrorist bombings", a label it reserves for attacks by mainly Sunni Muslim fighters battling to overthrow Assad, a member of Syria's Alawite minority linked to Shi'ite Islam.
Two smaller bombs also exploded in Jaramana at about the same time as the car bombs, around 7 a.m. (0500 GMT). In total at least 47 people were killed, the Syrian Observatory for Human Rights said. Eighty three people were seriously wounded.
"Who benefits from this? Tell me who benefits from this? America, Israel, Qatar?" a man at the bomb site said to Syrian television, which broadcast footage of firefighters hosing down the blackened hulks of two vehicles and several cars crushed by debris from neighbouring buildings.
Pools of blood could be seen on the road.
Activists also reported air strikes on the town of Maarat al-Numan, a rebel-held town near the main north-south highway linking Damascus with Syria's largest city, Aleppo.
Rebels around Maarat al-Numan have been trying for weeks to dislodge Assad's forces from the military base of Wadi al-Deif, a few hundred metres from the highway.
Most foreign powers have condemned Assad. Britain, France and Gulf countries have recognised the umbrella opposition group meeting in Cairo, the Syrian National Coalition, as the sole representative of the Syrian people.
But Assad has been able to rely on his allies, especially regional powerhouse Iran, which is believed to be bank-rolling him and supplying military support despite U.S. and European sanctions. Russia, Syria's main arms supplier, says it has only sent weapons already agreed to in previous deals.
International Syria mediator Lakhdar Brahimi is due to brief the 15-member council on Thursday and the U.N. General Assembly on Friday. There is diplomatic deadlock between Western powers, who broadly support the opposition and Assad's supporters Russia and China which have blocked Security Council action.
French Foreign Minister Laurent Fabius, speaking after a visit to Paris by Russia's Prime Minister Dmitry Medvedev, said he had not given up hope of forging a united position.
"If we want to avoid the country being torn apart completely, then we need to bring the Russians back on board," Fabius told France Inter radio.
"We must not end up with an Iraqi scenario whereby after Bashar, there is nothing left except jihadis. We are trying to build ... an alternative to Bashar and we hope the Russians will end up understanding this." Clarity on call and put options soon: FinMin sources
The finance ministry has been holding consultations with the Reserve Bank of India (RBI) and SEBI for some time now to clear the uncertainty on call and put options. There are two key issues: 1) as per the SCRA Act 1956, call and put options are not legally valid., something that SEBI had also observed in the Cairn-Vedanta and Vulcan Engineers deal.
CNBC-TV18 learns from sources that an amendment is likely to be moved shortly in order to make call and put options legal. 2) The question of whether options will be treated as debt or equity.
Remember, last year DIPP has come out with the circular saying that options would be treated as debt and would have to comply with external commercial borrowings (ECB) guidelines. This circular was subsequently withdrawn. However, RBI has not been approving deals based on this since they believe that there is a lot of debt masquerading as equity.
Sources say that post these consultations RBI has proposed a one year lock-in period above, which options will be treated as equity. This will come as good news to foreign investors and also for the government that has been concerned about the widening current account deficit (CAD) and is keen to boost foreign direct investment (FDI) inflows.
Now, RBI has proposed this as a solution. It remains to be seen when the finance minister and RBI actually go ahead and announce this in order to bring about more clarity on the matter.

Melting permafrost a new peril in global warming - U.N.

DOHA (Reuters) - Permafrost lands across Siberia and Alaska that contain vast stores of carbon are beginning to thaw, bringing with it the threat of a big increase in global warming by 2100, a U.N. report said on Tuesday.
A thaw of the vast areas of permanently frozen ground in Russia, Canada, China and the United States also threatens local homes, roads, railways and oil pipelines, the U.N. Environment Programme (UNEP) said in the report which was released at the U.N. climate talks being held this week and next in Qatar.
"Permafrost has begun to thaw," Kevin Schaefer, lead author at the University of Colorado told a news conference in Doha.
An accelerating melt would free vast amounts of carbon dioxide and methane which has been trapped in organic matter in the subsoil, often for thousands of years, the report said.
Warming permafrost could release the equivalent of between 43 and 135 billion tonnes of carbon dioxide, the main greenhouse gas, by 2100. That would be up to 39 percent of annual emissions from human sources.
Permafrost now contains 1,700 billion tonnes of carbon, or twice the amount now in the atmosphere, it said.
HIGHER TEMPERATURES
And a melt of the permafrost meant that U.N. projections for rising temperatures this century "might be too low", Schaefer said.
UNEP issued a report last week saying that rising world greenhouse gas emissions were on track to push up temperatures by between 3 and 5 degrees Celsius (5.4 to 9F) by 2100.
That is far above a ceiling set by almost 200 nations at the U.N. climate talks in 2010 of limiting any rise to below 2 degrees C (3.6 F) to avert more floods, droughts, heatwaves and rising sea levels.
But that report did not fully factor in the risks from the permafrost, UNEP said. A thaw would create a vicious circle, since the release of more greenhouse gases would trap more heat in the air and in turn accelerate the melting.
That could bring an irreversible, runaway effect.
Targets for emissions in any new treaty to combat global warming, which is meant to come into force by 2020 with curbs by all nations, "need to account for these emissions or we risk overshooting the 2°C maximum warming target," Schaefer said.
"Permafrost is one of the keys to the planet's future," Achim Steiner, head of UNEP, said in a statement. "Its potential impact on the climate, ecosystems and infrastructure has been neglected for too long."
The study said that a thaw could also undermine infrastrucutre, from bridges to power lines, and harm animal and plant life in the north, a region of forests and tundra.
It pointed to the 1994 failure of a pipeline to the Vozei oilfield in northern Russia, which led to a spill of 160,000 tonnes of oil, the world's largest terrestrial oil spill.
Authors suggested a special report about permafrost by the U.N. panel of climate experts and urged better monitoring of permafrost in the north.
But the vice-chair of the panel, Jean-Pascal van Ypersele, said global reports by the panel due in 2013 and 2014 would include the latest findings. "It might be premature to say a special report is needed," he said.

Hard work can rescue QPR says Redknapp

LONDON (Reuters) - Harry Redknapp sees himself as a modern, forward-thinking coach but there was more than a hint of the old-school on show on Monday as he said hard work and "running about" would rescue Queens Park Rangers from relegation.
The 65-year-old was parachuted into the west London club on Saturday following the sacking of Mark Hughes and is now tasked with helping them improve on a terrible start to the season that has left them bottom with four points from their opening 13 games.
Redknapp, who was sacked by Tottenham Hotspur in June, has a reputation for getting the best out of players with a hands-on man-management approach to the game.
There is, he says, no magic wand he can wield to instantly improve the club's fortunes and only old-fashioned industry will ride to the rescue.
"We have to do better to have a chance of getting out of this mess," he told a news conference on Monday.
"It is going to be full on for everybody, I need people who work. I learnt at school you work hard and run about, if they put in that effort we have a chance of surviving. If they don't I will find 11 players who do.
"The players are all upbeat. They have got to realise they are in this position as they have not really performed.
"They have got to perform better. Mark (Hughes) has been unfortunate to lose his job and the players have to take responsibility for their performances. They have to get us out of this. I feel there is enough ability to climb the table."
Redknapp has gained a reputation for masterminding escape acts after saving Portsmouth from relegation in 2006 and helping Tottenham from bottom of the table to the Champions League within two seasons after joining the club in 2008.
Keeping QPR in the Premier League, however, would trump those two achievements.
"It's a tough challenge, but it is a job I'm very much looking forward to," he said.
"I know the players and it shouldn't be too much of a problem to sort the team out.
"We mustn't kid ourselves, this is much tougher than those two jobs (Tottenham and Portsmouth) in my opinion, but we are optimistic we can pull it off."
Redknapp, who was in the stands to watch their 3-1 defeat at Manchester United on Saturday, has agreed a two-and-a-half-year contract.
He was sacked by former club Tottenham in the close season despite leading them to a fourth place finish in the Premier League.
Since taking the reins at QPR, he has been linked in the media with a move for David Beckham, who is leaving Los Angeles Galaxy in December. He tried to sign the former England captain on a short-term basis at Tottenham.
"I got a lovely text from David - not talking about coming but wishing me the best," he said. "He is a top professional but I have never discussed the chances of him coming.

Redknapp replaces Hughes as QPR manager

LONDON (Reuters) - Harry Redknapp has been named manager of Queens Park Rangers following Friday's sacking of Mark Hughes, the Premier League's bottom club announced on Saturday.
Redknapp, who was fired by fellow London club Tottenham Hotspur in June, signed a two-and-a-half-year contract with the club, who have not won a league game this season.
Hughes's assistants Mark Bowen and Eddie Niedzwiecki were put in temporary charge of the team for Saturday's daunting trip to face Manchester United in the league and Redknapp would watch from the stands, the club said.
"I'm delighted to be back in the managerial hot-seat at QPR," Redknapp, 65, told the club website (www.qpr.co.uk).
"When I spoke to the shareholders and they told me about their plans I knew this was too good an opportunity to turn down.
"There's no doubt there's a lot of ability in the squad but for one reason or another things haven't gone as well as everyone expected since the start of the season.
"I can't wait to get to work and get the results necessary to kick-start our season."
Regarded as one of the best managers in the English game, Redknapp had been close to accepting the job of Ukraine coach this week, but said on Friday that he would be the happiest man if he could save Rangers from relegation.
QPR chairman Tony Fernandes said Redknapp had been the club's top target for the job.
"His man-management skills are second to none and we are confident he is the right man to lead us away from the bottom of the table," he told the club website.

Pope appoints six cardinals including Indian who will elect his successor

VATICAN CITY (Reuters) - Pope Benedict made six non-European prelates Roman Catholic cardinals on Saturday, chipping away at the old continent's domination of the elite group that will one day elect his successor.
The new cardinals, ranging in age from 53 to 72, are from the United States, India, Nigeria, the Philippines, Lebanon and Colombia, and the decision to choose no Italians or Europeans looked like an attempt to counter criticism that he has in the past neglected the needs of the developing world.
Elevating the new "princes" in a solemn ceremony known as a consistory in St Peter's Basilica, Benedict said his appointments reflected "that the Church is the Church of all peoples".
"She speaks in the various cultures of the different continents ... amid the polyphony of the various voices, she raises a single harmonious song to the living God," he said in his sermon.
The new cardinals are American Archbishop James Michael Harvey, Baselios Cleemis Thottunkal, a major archbishop of the Syro-Malankara rite in India, Archbishop Ruben Salazar Gomez of Bogota, Archbishop Luis Antonio Tagle of Manila, Beatitude Bechara Boutros Rai, patriarch of the Maronite Catholic Church in Lebanon, and Archbishop John Olorunfemi Onaiyekan of Abuja.
All six are "cardinal electors," those under 80 years old and therefore eligible to enter a conclave that will one day choose Benedict's successor.
Benedict gave the new cardinals their ring and traditional red "biretta," or hat. He reminded them that they wear red vestments because they must be ready to defend the faith "even to the shedding of your blood".
The pope is a conservative on matters of faith and sexual morals such as birth control, homosexuality and the ban on women priests. Each time he names cardinals he chooses men who share his views and can shape the Church's future.
Cardinals are the pope's closest aides in the Vatican, where they run its key departments, and around the world, where they head dioceses to administer the 1.2 billion members of the Roman Catholic Church.
NO ITALIANS, EUROPEANS
Benedict was criticised in some Church circles last February when, in choosing his previous batch of cardinals, he elevated many from the Vatican's central bureaucracy. He was accused of neglecting the needs of the developing world.
But significantly, this time, there were no Europeans or Italians, groups who loomed large in past consistories.
With 62 cardinals electors, Europeans still have a slight majority in the 120-member group, but their numbers have shrunk to be about even with the rest of the world.
There are now 58 non-European electors and of them, 14 are from North America, 21 are from Latin America, Africa and Asia have 11 each and Australia has one.
Two of the new cardinals, Boutros Rai, 72, of Lebanon, and Onaiyekan, 68, of Nigeria, are from countries with significant Muslim populations.
The pope's decision to raise the two to the highest rank in the Church short of the papacy indicates his concern for relations between Christianity and Islam.
The pope visited predominantly Muslim Lebanon last September and called on members of both faiths to work together to build peace in the Middle East and beyond.
In Nigeria, which is about 50 percent Muslim, the Islamist sect Boko Haram has killed hundreds of people in attacks since launching an uprising in 2009. Many of the attacks have been on Christians and churches.
Thottunkal, 53, the Indian, is on the front line of inter-religious dialogue with Hinduism.
The other two, Gomez, 70, of Bogota, Colombia, and Tagle, 55, of Manila, come from predominantly Catholic countries.
Benedict has now named 67, or more than half, of the cardinals who will elect his successor from among their own ranks. The other 53 were named by Pope John Paul.
The pope's health appears to be good but he has been looking frail recently and has started using a cane.
Popes usually reign for life but in a book in 2010, Benedict said he would not hesitate to become the first pontiff to resign in more than 700 years if he felt no longer able "physically, psychologically and spiritually" to run the Catholic Church.
Harvey, the 63-year-old American, was the prefect of the Pontifical Household. He arranged the pope's schedule, including private and public audiences, and looked after world leaders visiting the Vatican.
He is now becoming the archpriest of the Basilica of St Paul's Outside the Walls in Rome.
In his previous post, Harvey was in charge of the pope's former butler Paolo Gabriele, who was convicted last month of stealing papal documents and leaking them to the media.

Poulter finally shrugs off jetlag to shoot 67

DUBAI (Reuters) - Europe's Ryder Cup hero Ian Poulter dusted off lingering jetlag to fire a flawless five-under-par 67 in the third round of the DP World Tour Championship.
The 36-year-old Briton was unable to make much impression on the leaders in the first two rounds of the final tournament of the European Tour season but he appeared reinvigorated on Saturday.
"I was tired the first couple of days and made a few silly mistakes," Poulter told Reuters in an interview after returning a seven-under total of 209 on a hot but overcast day in the desert.
"Sometimes, when you're flying all around the world it's difficult to keep your energy levels high.
"When you fly from China to Orlando, from Orlando to Los Angeles, from Los Angeles to Melbourne and from Melbourne to Dubai, there is some stage in that trip when you are going to feel a little tired."
Despite the fatigue, it has been a rewarding few weeks for the Florida-based Englishman.
Poulter, the inspiration behind Europe's Ryder Cup victory over the United States in Illinois in September, came fourth at the BMW Masters in China at the end of last month before winning the WGC-Champions Tournament in the same country a week later.
The world number 13 then flew to Melbourne to defend the Australian Masters title he won in 2011 and finished second behind local favourite Adam Scott.
"That was a clean round of golf today," said Poulter. "I shot five under par but I'm a bit disappointed to be honest.
"I probably left five shots on the course; shots hanging on the edge of the green that if they move four or five inches would roll down to the hole.
"It's a shame I was tired the first two days. I played nicely today and that five under could easily have been eight or 10 under - I should have taken a lot more out of the golf course."
Poulter, 12 times a winner on the European Tour, said he was now looking to eliminate those errors in Sunday's final round.
"That round today moved me back up the leaderboard and maybe I can get that low round I was expecting tomorrow," he said.
"The winds are starting to pick up a little but you would expect the leaders to go out and shoot at least four or five under later," added Poulter.
"They are playing well and the greens are pure so that means they should be making a few birdies. I can get myself a respectable finish tomorrow by not making any mistakes and making a few birdies."
The top professionals often go back out to the practice range or the putting green at the end of a round but Poulter said both would be out of bounds for him.
"I'm just going to go back to the hotel room and chill out," he said. (Editing by Clare Fallon)
Referee Clattenburg returns to duties after all-clear

LONDON (Reuters) - Referee Mark Clattenburg, cleared of making a racist remark to a Chelsea player, will return to the Premier League on Sunday as the fourth official at the Tottenham Hotspur-West Ham United match at White Hart Lane.
After that relatively low key return, his first match back in control will be at St Mary's on Wednesday when Southampton play Norwich City, the Premier League said in a statement on Friday.
Clattenburg, 37, has not officiated since October28 when Chelsea accused him of "inappropriate language" towards John Obi Mikel during the 3-2 home defeat by Manchester United.
However, investigations by both the Metropolitan Police and the English FA found there was no case to answer.
The FA, in a statement on Thursday, said he was free to resume his duties.
"The FA has concluded its investigation into alleged misconduct by Mark Clattenburg during the match between Chelsea FC and Manchester United FC on Sunday 28 October 2012. No disciplinary action will follow against Mr Clattenburg," the statement said.
The FA said the other match officials, linked to the referee via radio - which in future will be recorded as a matter of course in the wake of the case - were adamant the alleged words were not uttered.
"There is nothing in the video footage to support the allegation," the statement continued.
Clattenburg said he was looking forward to putting the incident behind him and concentrating on his refereeing.
"To know you were innocent of something but that there was the opportunity for it to wreck your career was truly frightening," he said. (Reporting by Mike Collett, editing by Mark Meadows)

Benitez lucky to land Chelsea job, says Ferguson
REUTERS - Alex Ferguson wasted little time renewing his old rivalry with Rafael Benitez on Friday when he branded the Spaniard "lucky" for walking into the manager's job at Chelsea.
Benitez, whose relationship with the Manchester United manager was often fractious during his time in charge of Liverpool, was named Chelsea's interim manager on Wednesday following the sacking of Roberto Di Matteo.
"Of course, Rafa Benitez is very lucky because on his CV in two weeks' time he could have two world club titles to his name and had nothing to do with the teams," Ferguson said at his news conference ahead of Saturday's clash with Queens Park Rangers.
"Jose Mourinho won the treble at Inter. Rafa took over and they won the world title (in 2010) without having to do anything. He had nothing to do with the construction of the teams."
Di Matteo was sacked six months after leading Chelsea to Champions League and FA Cup triumphs and Benitez will take over an exciting team in third place in the Premier League.
They will also take part in the Club World Cup in Japan next month as European champions.
"That's why I really feel disappointment for Roberto - he could have an FA Cup, Champions League and Club World Cup on his CV. It's a pity for him," added Ferguson.
Ferguson and Benitez regularly indulged in mind games before their many north west derby clashes and in 2009 Benitez famously produced a hand-written list to back up his assertion that the Scot was never punished for verbally abusing match officials.
Benitez also once said the fixture list always favoured United, sarcastically joking that Ferguson organised the fixtures himself in his office.
Despite the friction between the two Champions League-winning managers, Ferguson hopes Benitez's luck holds out for his first game in charge of Chelsea against Premier League leaders Manchester City at Stamford Bridge on Sunday.
"Benitez has been trying to get a job for a long time," Ferguson said of the man who won the European Cup with Liverpool in 2005.
"I hope he is lucky on Sunday too.
"It happens time and time again when a new manager comes in they win their first few games. We've seen it before, it's a strange thing how it happens.
"Sometimes you wonder if it encourages chairmen at football clubs to make changes because they think if we get a new manager we'll win the next two or three games.
"History tells you that but you never know."
Ferguson said that despite the upheaval at Stamford Bridge and a run of poor form in the league, Chelsea were still very much in the title race.
"Certainly a few week ago we were thinking it looked like a three-horse race," added United great Ferguson, whose statue was being unveiled at Old Trafford on Friday.
"I don't think that is out of the question either because there are only a few points between the three teams anyway.
