Vomiting Larry battles "Ferrari of the virus world"

LONDON (Reuters) - Poor Larry isn't looking too good. He's pale and clammy and he's been projectile vomiting over and over again while his carers just stand by and watch.

Yet their lack of concern for Larry is made up for by their intense interest in how far splashes of his vomit can fly, and how effectively they evade attempts to clean them up.

Larry is a "humanoid simulated vomiting system" designed to help scientists analyse contagion. And like millions around the world right now, he's struggling with norovirus - a disease one British expert describes as "the Ferrari of the virus world".

"Norovirus is one of the most infectious viruses of man," said Ian Goodfellow, a professor of virology at the department of pathology at Britain's University of Cambridge, who has been studying noroviruses for 10 years.

"It takes fewer than 20 virus particles to infect someone. So each droplet of vomit or gram of faeces from an infected person can contain enough virus to infect more than 100,000 people."

Norovirus is hitting hard this year - and earlier too.

In Britain so far this season, more than a million people are thought to have suffered the violent vomiting and diarrhoea it can bring. The Health Protection Agency (HPA) said this high rate of infection relatively early in the winter mirrors trends seen in Japan and Europe.

"In Australia the norovirus season also peaks during the winter, but this season it has gone on longer than usual and they are seeing cases into their summer," it said in a statement.

In the United States, the Centers for Disease Control and Prevention (CDC) say norovirus causes 21 million illnesses annually. Of those who get the virus, some 70,000 require hospitalisation and around 800 die each year.

PROFUSE AND PROJECTILE

Norovirus dates back more than 40 years and takes it name from the U.S. city of Norwalk, Ohio, where there was an outbreak of acute gastroenteritis in school children in November 1968.

Symptoms include a sudden onset of vomiting, which can be projectile, and diarrhoea, which may be profuse and watery. Some victims also suffer fevers, headaches and stomach cramps.

John Harris, an expert on the virus at Britain's HPA, puts it simply: "Norovirus is very contagious and very unpleasant."

What makes this such a formidable enemy is its ability to evade death from cleaning and to survive long periods outside a human host. Scientists have found norovirus can remain alive and well for 12 hours on hard surfaces and up to 12 days on contaminated fabrics such as carpets and upholstery. In still water, it can survive for months, maybe even years.

At the Health and Safety Laboratory in Derbyshire, northern England, where researcher Catherine Makison developed the humanoid simulated vomiting system and nicknamed him "Vomiting Larry", scientists analysing his reach found that small droplets of sick can spread over three metres.

"The dramatic nature of the vomiting episodes produces a lot of aerosolised vomit, much of which is invisible to the naked eye," Goodfellow told Reuters.

Larry's projections were easy to spot because he had been primed with a "vomitus substitute", scientists explain, which included a fluorescent marker to help distinguish even small splashes - but they would not be at all easily visible under standard white hospital lighting.

Add the fact that norovirus is particularly resistant to normal household disinfectants and even alcohol hand gels, and it's little wonder the sickness wreaks such havoc in hospitals, schools, nursing homes, cruise ships and hotels.

During the two weeks up to December 23, there were 70 hospital outbreaks of norovirus reported in Britain, and last week a cruise ship that sails between New York and Britain's Southampton docked in the Caribbean with about 200 people on board suffering suspected norovirus.

MOVING TARGET

The good news, for some, is that not everyone appears to be equally susceptible to norovirus infection. According to Goodfellow, around 20 percent of Europeans have a mutation in a gene called FUT2 that makes them resistant.

For the rest the only likely good news will have to wait for the results of trials of a potential norovirus vaccine developed by U.S. drugmaker LigoCyte Pharmaceuticals Inc, or from one of several research teams around the world working on possible new antiviral drugs to treat the infection.

Early tests in 2011 indicated that around half of people vaccinated with the experimental shot, now owned by Japan's Takeda Pharmaceutical Co, were protected from symptomatic norovirus infection.

The bad news, virologists say, is that the virus changes constantly, making it a moving target for drug developers. There is also evidence that humans' immune response to infection is short-lived, so people can become re-infected by the same virus within just a year or two.

"There are many strains, and the virus changes very rapidly - it undergoes something virologists call genetic drift," Harris said in a telephone interview. "When it makes copies of itself, it makes mistakes in those copies - so each time you encounter the virus you may be encountering a slightly different one."

This means that even if a vaccine were to be fully developed - still a big 'if' - it would probably need to be tweaked and repeated in a slightly different formula each year to prevent people getting sick.

Until any effective drugs or vaccines are developed, experts reckon that like the common cold, norovirus will be an unwelcome guest for many winters to come. Their advice is to stay away from anyone with the virus, and use soap and water liberally.

"One of the reasons norovirus spreads so fast is that the majority of people don't wash their hands for long enough," said Goodfellow. "We'd suggest people count to 15 while washing their hands and ensure their hands are dried completely."

Premier League sparkles in European limelight

LONDON (Reuters) - While the rest of European soccer has downed tools for a mid-season break, the Premier league has stepped into the limelight in style, underscoring its reputation as the most exciting league in the world.

As Champagne corks have been popping throughout the continent, the Premier League has been fizzing on the field typified by Saturday's goal-laden action.

So often pilloried for shunning the virtues of a winter break and blamed for England's failure at major tournaments, the league has demonstrated that the fast and furious nature of its Christmas fixtures can deliver unparalleled levels of entertainment.

Playing for the third time in eight days, many Premier League sides lacked the freshness required to put in a high-intensity rearguard action and the result was a flurry of goals, thrills and spills.

The chaotic excitement of tired players turning out for matches in quick succession was perfectly distilled at Arsenal's Emirates Stadium where the home team conceded three times but still came out on top in a 10-goal avalanche.

When Theo Walcott, whose prowess as a central striker evoked memories of Thierry Henry, netted his hat-trick it was the 35th goal to hit the back of the net on Saturday, a record for a single day this season, and the sixth highest ever in the Premier League.

While Newcastle became the first team to score three in successive Premier League matches and lose them both, having been stung 4-3 by Manchester United last week, there was a sense they had played an equal part in an end-to-end encounter and were unlucky to end up with a drubbing.

It was a similar story at Norwich City, where the hosts pushed champions Manchester City all the way before losing 4-3 in a match that included excellent finishes from two of the world's top striking talents in Sergio Aguero and Edin Dzeko.

PUNISHING SCHEDULE

It is a perennial argument that the English football calendar is too punishing to get the best from players and this is often highlighted at World Cups and European Championships where England usually flatter to deceive.

But while this may be true for those who rely on fitness to stifle and contain, attacking talents frequently flourish when heavy winter pitches take their toll on tired legs.

The fans at Loftus Road who saw Luis Suarez tear man-size holes in the Queens Park Rangers defence or at Old Trafford where the Premier League's top scorer Robin van Persie curled home an unstoppable left-foot shot were not bemoaning a lack of quality.

If Suarez was jaded having featured in all but one of Liverpool's Premier League games this season then he hid it well.

"He's a magician," was England captain Steven Gerrard's assessment of the Uruguayan's form.

"He's been brilliant since he's come to the club. These players (QPR) only have to play against him twice a year - we have to train with him every day. Week in, week out, he shows his value."

Manchester United manager Alex Ferguson was equally fulsome in his praise of Van Persie who has featured in every Premier League game this season and came on as a late substitute to seal a 2-0 win over West Bromwich Albion.

"(Van Persie) changed the game for us," the United boss told the BBC.

Whether or not quality is determined by entertainment is a contentious and perhaps superfluous philosophical debate.

The fact that only two Premier League teams have made the knockout stages of the Champions League this season, compared to four from Spain and three from Germany is a strong piece of evidence for the prosecution.

However, the reigning European champions are Chelsea and English clubs have won the competition three of the last eight seasons, parity with Spain and better than Italy with two and Germany none.

Ultimately, the record 3 billion-pound rights deal the Premier League struck in June, suggests the product on offer is more enticing than it has ever been.

Tulip Telecom in debt recast talks

MUMBAI (Reuters) - Tulip Telecom Ltd, which defaulted on a $140 million convertible bond redemption in August, said on Monday it is in talks with lenders to restructure its long-term debt.

Tulip, which designs and manages communication networks of large enterprises, is negotiating for a moratorium on principal and interest payments with banks, and extending the repayment period, which could help ease the debt and interest burden, it said in a statement.

Tulip had consolidated debt of 30.3 billion rupees at end-September. It was not clear how much of this amount will be restructured by banks.

"The near-term outlook is mixed, considering liquidity constraints and a volatile market environment, despite strong business fundamentals," Chairman H.S. Bedi said in a statement to stock exchanges.

Tulip joins a long list of Indian companies that have turned to the corporate debt restructuring mechanism, a voluntary process whereby creditors approve an easing of repayment terms.

Last month, lenders to Indian wind turbine maker Suzlon Energy Ltd agreed to restructure about 110 billion rupees of its debt, sources said.

Tecpro gets Rs 95-cr order from South Korean firm

Tecpro Systems said it has bagged a Rs 95-crore order from South Korea's SK Engineering and Construction (SKEC) for supply of the entire coal and fly ash handling systems for a power plant it is building in the US. "Tecpro Systems has received an international order worth USD 17.4 million from SKEC for Paco power plant (2X160 MW) in Panama (Central America)," the Gurgaon-based engineering firm said in a BSE filing.

The scope of the order includes designing, manufacturing and commissioning of the entire coal and fly ash handling systems for the power plant. However, no execution time-line was given. SKEC is one of the top Engineering, Procurement and Construction (EPC) firms in Korea and is involved in a number of EPC jobs in the power sector across the world.

"This order will increase Tecpro's global presence across diversified geographies like Vietnam, Indonesia and South East Asia and Central America," Tecpro's Vice-Chairman and Managing Director Amul Gabrani said. The scrip of the company were trading at Rs 150 per share during the afternoon session on the BSE, up 0.94 per cent over the previous closing.

5 drug smugglers nabbed, narcotics worth Rs 15 cr seized

Arab officials visit cash-strapped Palestinian territory

RAMALLAH, West Bank (Reuters) - Top Arab officials paid a rare visit to the Israeli-occupied West Bank on Saturday to discuss a Palestinian financial crisis that President Mahmoud Abbas hopes will be eased by Arab donations.

Arab League Chief Nabil Elaraby and Egyptian Foreign Minister Mohamed Kamel Amr congratulated the Palestinians on a successful United Nations status upgrade last month, but stopped short of promising the badly-needed funds.

"Palestine is in need of material and political support," Elaraby told a news conference in the Palestinians' de facto capital of Ramallah.

"Arab countries agreed at their Baghdad summit (in March) for an Arab safety net of $100 million dollars each month, but unfortunately none of this has been achieved yet," he said.

Palestinian were cheered by a strong majority in the United Nations recognising them as an "observer state" on November 29 but have struggled to get Arab support to make up $100 million in shortfalls left by Israeli sanctions following the U.N. move.

Elaraby is the first Arab League Chief to visit Ramallah, but he and other prominent Arab and Islamic leaders, including the Egyptian prime minister, met Abbas's Palestinian Hamas rivals in Gaza during their brief war with Israel last month.

QATARI LEADER

Hamas, which split from the West Bank after it seized control of the Gaza Strip in 2007, also won a diplomatic coup by receiving Emir Hamad bin Khalifa al-Thani, ruler of the oil-rich Gulf state of Qatar, who pledged $400 million in aid for the impoverished territory in October.

The emir postponed a visit to Ramallah he had announced this month, disappointing West Bank officials who had hoped he would arrive bearing gifts of cash.

The Gaza visits broke years of diplomatic quarantine for the Islamist Hamas group, which refuses to recognise Israel or relinquish its arms, and increased the isolation of the dovish, Western-backed Ramallah government.

West Bank officials have watched with worry as uprisings in the Arab world divert attention from their diplomatic strategy, which has failed to achieve an independent Palestinian state.

Hamas militants, by contrast, have been heartened as fellow-Islamists rise to power in Egypt and elsewhere.

Abbas has accused Israel of "piracy" after it withheld customs revenues it collects on the Palestinians' behalf, citing months of utilities bills Ramallah owes Israeli companies.

The financial crisis has forced the Palestinian Authority to delay salary payments to West Bank employees, who have gone on strike in protest. Abbas has responded by saying he might give up power and compel Israel to take on the Palestinians' affairs.

"Sit in the chair here instead of me, take the keys, and you will be responsible for the Palestinian Authority," Abbas warned Israeli Prime Minister Benjamin Netanyahu, in an interview with the Israeli Haaretz newspaper this week.

"I won't do anything as long as there are diplomatic negotiations," he said. "But if the stalemate continues...what's left for us to do?"

A heavy fuel oil tank no 2 caught fire at 8pm reportedly after a blast, official sources said. HFO tank is away from the plant's main building and there is no danger to plant and machinery of units. Blast in Pakistan's Karachi kills six on bus, 48 hurt

KARACHI, Pakistan (Reuters) - A bomb went off on a bus in the southern Pakistani city of Karachi on Saturday killing six people and wounding 48, police and a hospital official said.

Pakistan's commercial capital and biggest city has seen numerous militant attacks over the past 10 years and is also plagued by violence between rival ethnic-based factions.

The bus sustained serious damage in the explosion and a subsequent fire. While police said the bomb had been planted on the bus, provincial official Sharfud Din Memon said it was left on a motor-bike and went off as the bus passed.

Eight of the wounded were in critical condition, said Seemi Jamali, a doctor at Jinnah Hospital.

China 'highly vigilant' over Japanese fighters flying over disputed islands

BEIJING (Reuters) - China is "highly vigilant" about Japanese jet fighter flights over islands claimed by both countries and Japan must bear responsibility for any consequences, Chinese military and maritime officials said on Thursday.

The officials, speaking a day after a new hawkish Japanese prime minister took office, were responding to Japan sending jet fighters several times in the past two weeks to intercept Chinese patrol planes approaching airspace above the islands.

The situation in the volatile East China Sea region has severely strained relations between Beijing and Tokyo.

"We will decisively fulfill our tasks and missions while coordinating with relevant departments...so as to safeguard China's maritime law enforcement activities and protect the country's territorial integrity and maritime rights," Defence Ministry spokesman Yang Yujun told a news conference.

Japan's Defence Ministry has acknowledged scrambling F-15 jets on several occasions in recent weeks to intercept Chinese marine surveillance planes approaching the islands, called the Diaoyu in Chinese and the Senkaku by Japan.

It says a Chinese aircraft breached what it considers Japanese airspace for the first time on December 13.

The Japanese government administers the islands and purchased three of them from a private owner this past summer, sparking violent anti-Japanese protests across China.

New Japanese Prime Minister Shinzo Abe has promised not to yield in the dispute over the islands and boost defence spending to counter Beijing's growing military clout.

"The Japanese side is using military aircraft to interfere with planes on normal patrol in undisputed Chinese airspace," said Shi Qingfeng, director general of the Administration Office of the State Oceanic Administration, the agency whose ships patrol disputed waters in the South and East China Seas.

"This is highly unreasonable conduct and the Japanese side is consciously trying to escalate the situation," Shi said at a presentation for Chinese media and diplomats. "The Japanese side must assume responsibility for the consequences."

China has been increasingly flexing its military and political influence in the western Pacific, forcefully asserting territorial claims while it builds up its military forces.

Brunei, Malaysia, the Philippines, Taiwan and Vietnam also claim parts of the South China Sea.

To China's east, the island conflict with Japan has led to tense confrontations in the waters around the islands.

"China-Japan defence relations are an important and sensitive part of bilateral ties, and the Japanese side should face up to the difficulties and problems that currently exist," Yang said. New India rape protests fizzle, victim airlifted to Singapore

NEW DELHI (Reuters) - Police thwarted an attempt by activists on Thursday to rekindle mass protests in New Delhi over the gang rape and ferocious beating of a young woman, after the victim was airlifted to Singapore for specialist hospital care to save her life.

Demonstrations erupted in New Delhi after the December 16 attack, culminating last weekend in pitched battles between police and protesters around the city's India Gate war memorial.

However, activists who gathered on Thursday for a fresh march on India Gate were stopped by police in riot gear armed with tear gas and water cannons to hold them back.

"We will win back our freedom!" the protesters, mostly university students, shouted as they pushed against barricades on a road leading to the city's landmark monument. Unable to make further headway, the crowd dispersed as night fell.

New Delhi has the highest number of sex attacks among India's major cities, with a rape reported on average every 18 hours, according to the National Crimes Records Bureau.

Most rapes and other sex crimes go unreported and offenders are rarely punished, but the brutality of the assault on the medical student in New Delhi triggered public outrage, demands for both better policing and harsher punishment for rapists.

The 23-year-old victim, who was thrown out of a moving bus after being attacked by six men, was flown to Singapore on Wednesday night for treatment at the city-state's Mount Elizabeth Hospital, after more than a week of intensive care in a government hospital in New Delhi.

Dr. Kelvin Loh, chief executive officer of the Singapore hospital, said on Thursday evening that the woman was in "an extremely critical condition".

"Prior to her arrival, she has already undergone three abdominal surgeries, and experienced a cardiac arrest in India," Loh said. "A multi-disciplinary team of specialists is taking care of her and doing everything possible to stabilise her condition."

The outcry and spasm of violent protests over the case caught Prime Minister Manmohan Singh's government off guard and set off a blame game between politicians and the police.

Singh digressed in a speech on economic planning on Thursday to stress that the safety and security of women was a priority issue for his government, and said there would be a review of the laws and levels of punishment for aggravated sexual assault.

But within an hour of that meeting, his Congress party was plunged into embarrassment over comments made by one of its lawmakers, Abhijit Mukherjee, son of the country's president.

Mukherjee described the anti-rape demonstrations as a "pink revolution" by women wearing heavy make-up who think it is fashionable to protest.

Quizzed repeatedly on news channels, Mukherjee said he regretted causing offence and apologised. However, his comments had already sparked a wave of fury on social media sites and even his own sister said she was "embarrassed" by her brother.

Bharti Infratel to list on Dec 28: Will it hold IPO price?

Bharti Infratel, one of the largest telecom tower infrastructure service providers in India, is set to list its equity shares on the BSE and NSE on Friday, December 28, 2012. This is the third issue back-to-back after CARE and PC Jeweller, which both traded in premium and closed higher on listing days. However, investors look sceptical about the listing of tower company tomorrow as sources say the issue was trading at a discount in grey market.

Experts expect the stock is going to debut on the bourses at around Rs 200 and will continue to trade in a range of Rs 204-220. But the important point, according to experts, is whether the stock will hold Rs 200 level or not on closing basis?

In an interview with Moneycontrol.com, IPO Analyst Arun Kejriwal said that the stock would not fall below Rs 200 on listing day. "The cost for the retail investors is Rs 210 and Rs 220 for QIBs & HNIs. Grey market premium is Rs 212, which means premium of Rs 2 for retail while discount of Rs 8 to other investors. So the trading range for the stock comes to Rs 204-220," he explained.

According to him, the non-retail price of Rs 220 is significant as this was the price Rs 219.38 to be precise at which PE investors invested in Bharti Infratel in March 2008. "In rupee terms other than the dividends given by the company there has been no gain for investors in 57 months. However in dollar terms there has been a substantial loss as the investment was made at a rupee dollar parity of 39 while currently the currency has depreciated to 54-55 to the dollar," Kejriwal added.

However, SP Tulsian of sptulsian.com feels the stock can fall to about Rs 180-190, citing weak response from retail and high networth individuals.

Tulsian told CNBC-TV18, "I have been taking my call at Rs 200-210 as the fair price when the company went public. But considering the lukewarm response where high networth individuals (HNIs) and retail both remained away and rightly so because the valuations looked very stretched to them. Infact because of that I do not think the participation is likely to be there even of the retail and HNIs even post listing. That can make the share price fall to about Rs 180-190. The issue having practically acquired by the overseas or maybe the institutional investors maybe because of the low float, because of their active participation in the market post listing that can make the share to trade at above Rs 210-220. But I am keeping my slight negative stance which I was holding with a valuation call at Rs 200-210 at the time of initial public offering (IPO). Now it should rule at about Rs 190-200."

He further adds, "Bharti Infratel will list at around Rs 200." According to him, one should not be in a hurry to buy the stock. The fair price of the stock is Rs 180, he added.

The issue, which opened for subscription during December 11-14, was oversubscribed 1.30 times. The reserved portion of QIBs was oversubscribed 2.84 times while non-institutional and retail investors' portion subscribed just 0.29 times and 0.19 times, respectively.

A subsidiary of country's largest telecom operator Bharti Airtel received more than Rs 3,200 crore through fresh issue of over 14.62 crore equity shares while the rest of amount that raised through offer for sale of over 4.26 crore shares was received by Goldman Sachs, Anadale, Nomura and Compassvale / Temasek.  

The company that has a pan India presence with operations in all 22 telecommunications circles intends to use issue proceeds for installation of 4,813 new towers; upgradation & replacement on existing towers; and green initiatives at tower sites.

Anand Tripathi (35) and his son Ashish (12) were found dead in their house, after which an FIR was registered against three policemen, they said. Pipeline blast, quake strike 2014 Olympics Russian host Sochi

MOSCOW (Reuters) - Russia's Black Sea resort of Sochi, which will host the 2014 Winter Olympics, has been hit by a gas pipeline blast and a mild earthquake, a government spokeswoman said on Wednesday.

Irina Gogoleva, of Russia's Emergencies Ministry, said no one was hurt and there was no apparent damage to the city's infrastructure after a 5.3 magnitude earthquake was reported at 0242 local time on Wednesday (2242 GMT on Tuesday).

"Emergencies Ministry servicemen scoured through the city districts, bridges and electrical cables, there was no damage," Gogoleva said.

The epicentre of the quake was about 150 km (93 miles) off Sochi in the Black Sea.

President Vladimir Putin ordered authorities to inspect Olympic sites, particularly those under construction, to ensure there was no damage, Interfax news agency reported.

Authorities said a explosion on a gas pipeline that feeds a local power station occurred before the earthquake and was not related.

Gogoleva said the power plant had switched to fuel oil and the city was receiving electrical power. She said the reason for the blast was unknown.

Sochi, the first Russian city to host the Winter Olympics, is located near Russia's North Caucasus, which is plagued by violence linked to an Islamist insurgency.

Notification soon to invite PSUs for coal block allocations

The Coal Ministry has informed the Prime Minister's Office (PMO) that it would soon issue notification inviting offers from the public sector for allocation of identified coal blocks.
    
The Coal Ministry has formed an inter-ministerial panel to look into applications from government companies for allocation of coal blocks. "Secretary, Coal apprised (the PMO) that the proposed rules for allocation, criteria for comparative evaluation etc are to be comprehensively discussed in a meeting on December
20.
    
"Immediately thereafter, MoC would be issuing notification inviting offers from public sector for allocation of identified coal mines," a top official in the Coal Ministry said quoting an official document. The Coal Ministry had in May identified 54 mines for allocation. Of these, 16 are earmarked for government firms, 16 for power sector and 22 for allocation through auction route.
     
Soon after its formation, the inter-ministerial panel met for the first time on December 20 to discuss the mechanism for allotting coal mines to public sector firms.
    
The 14-member panel, headed by Coal Secretary A K Srivastava, in its first meeting, also discussed the eligibility criteria for coal block applicants.
    
The committee has representatives from Power, Steel, Law & Justice and Planning Commission, among others, the Coal Ministry had earlier said. The panel would co-opt the representatives of the concerned state governments where the coal block and the end-use plant would be located, the ministry added.

Pope's Christmas message says hope mustn't die in Syria, Nigeria

VATICAN CITY (Reuters) - Pope Benedict used his Christmas message to the world on Tuesday to say people should never lose hope for peace, even in conflict-riven Syria and in Nigeria where he spoke of "terrorism" against Christians.

Marking the eighth Christmas season of his pontificate, the 85-year-old read his "Urbi et Orbi" (to the city and the world) message to tens of thousands of people in St Peter's Square and to millions of others watching around the world.

Delivering Christmas greetings in 65 languages, Benedict used the Biblical analogy of the "good soil" to underscore his view that the hope represented by Christmas should never die, even in the most dire situations.

"This good earth exists, and today too, in 2012, from this earth truth has sprung up! Consequently, there is hope in the world, a hope in which we can trust, even at the most difficult times and in the most difficult situations," he said.

In his virtual tour of the some of the world's trouble spots, he reserved his toughest words for Syria, Nigeria and Mali.

"Yes, may peace spring up for the people of Syria, deeply wounded and divided by a conflict which does not spare even the defenceless and reaps innocent victims," he said.

"Once again I appeal for an end to the bloodshed, easier access for the relief of refugees and the displaced, and dialogue in the pursuit of a political solution to the conflict."

The leader of the world's 1.2 billion Roman Catholics also condemned conflicts in Mali and Nigeria, two countries where Islamist groups have waged violent campaigns.

"May the birth of Christ favour the return of peace in Mali and that of concord in Nigeria, where savage acts of terrorism continue to reap victims, particularly among Christians," he said.

CHURCH BOMBINGS

In Nigeria, the Islamist sect Boko Haram has killed hundreds in its campaign to impose sharia law in the north of the country, targeting a number of churches.

In Mali, a mix of Islamists with links to al Qaeda have occupied the country's north since April, destroying much of the region's religious heritage. They have also carried out amputations to help impose strict Islamic law on a population that has practised a more moderate form of Islam for centuries.

Benedict also held out a Christmas olive branch to the new government in China, asking is members to "esteem the contributions of religions". China does not allow its Catholics to recognise the pope's authority, forcing them to be members of a parallel state-backed Church.

Late on Monday night, Benedict presided over a Christmas Eve Mass in St Peter's Basilica, where he urged people to find room for God in their fast-paced lives filled with the latest technological gadgets.

"Do we have time and space for him? Do we not actually turn away God himself? We begin to do so when we have no time for him," he said.

"The faster we can move, the more efficient our time-saving appliances become, the less time we have. And God? The question of God never seems urgent. Our time is already completely full," he said.

He said societies had reached the point where many people's thinking processes did not leave any room even for the existence of God.

"There is no room for him. Not even in our feelings and desires is there any room for him. We want ourselves. We want what we can seize hold of, we want happiness that is within our reach, we want our plans and purposes to succeed. We are so 'full' of ourselves that there is no room left for God."

TRS chief to represent party at Telangana meet in Delhi

Hyderabad, Dec 25 (PTI) TRS would be represented in the all-party meeting convened by Centre on December 28 to discuss the Telangana issue by its president K Chandrasekhar Rao and another senior leader. Chandrasekhar Rao and former MLA Nayani Narasimha Reddy would attend the meeting on December 28, TRS sources said here today. The TRS president had earlier asked Telangana Joint Action Committee (JAC) Chairman M Kodandaram to join him for the meeting. However, the members of JAC had reportedly felt it is not proper for its chairman to attend the meet on behalf of one party as the body was supposed to be inclusive of various sides. The Union Ministry of Home Affairs had invited two representatives from each party for the meeting on December 28 to discuss the contentious Telangana issue. The invite was sent to the ruling Congress, main opposition Telugu Desam, TRS, Yuvajana Sramika Rythu Congress Party (YSRCP), BJP, CPI, CPI(M) and Majlis-e-Ittehadul Muslimeen (MIM). AP BJP to send state unit chief for Telangana all-party meet

Hyderabad, Dec 25 (PTI) The Andhra Pradesh BJP unit has decided to send two of its representatives, including the state party chief to attend the all-party meeting on Telangana issue on December 28 at New Delhi. Announcing this at a press conference here, BJP state unit president G Kishan Reddy said that he himself and the party's national executive member K Haribabu would attend the meeting to express the party's stand on the issue of separate statehood for Telangana region. Haribabu hails from Visakhapatnam in Andhra region. To a query, Reddy said the party did not receive any response to its letter written to Union Home Minister Sushil Kumar Shinde on December 19. In the letter, the party had requested Shinde to invite AICC president and UPA chairperson Sonia Gandhi in the meeting, besides TDP president N Chandrababu Naidu and YSRC honorary president Vijayamma to settle the issue (Telangana) once for all as these parties have not made their stand clear so far. "We will reiterate our party's stand which is in favour of smaller states," Reddy said. Shinde has invited eight recognised political parties of the state and asked them to nominate two representatives each for the conclave on the issue of separate statehood for Telangana region. Meanwhile, when asked to comment on the reported remarks of Andhra Pradesh Congress Committee president Botsa Satyanarayana questioning the need for women to roam in streets at midnight, Reddy strongly condemned it and quipped, "let Satyanarayana, being the transport minister, stop the bus services from 6 pm to 6 am daily." Satyanarayana had yesterday said, "Do we roam in streets at midnight as we got Independence at midnight ? It would have been better if the girl did not travel by a private bus at that time." Afghan policewoman kills US adviser, police say

Kabul, Dec 24 (AP) An Afghan policewoman shot and killed an American adviser outside the police headquarters in Kabul today, the latest in a rising tide of insider attacks by Afghans against their foreign allies, senior Afghan officials said. The woman, identified as Afghan police Sgt Nargas, had entered a strategic compound in the heart of the capital and shot the adviser with a pistol as he came out of a small shop with articles he had just bought, Kabul Governor Abdul Jabar Taqwa told The Associated Press. The woman was taken into Afghan custody shortly after the attack. Earlier, she had asked bystanders where the governor's office was located, the governor said. As many Afghans, the policewoman uses only one name. A NATO command spokesman, US Air Force Lt Col Lester T Carroll, said the woman was arrested after the incident. The slain adviser was a contractor whose identity wasn't immediately released. The attack occurred outside the police headquarters in a walled, highly secure compound which also houses the governor's office, courts and a prison. Kabul Deputy Police Chief Mohammad Daoud Amin said an investigation was under way. "We can confirm that a civilian police adviser was shot and killed this morning by a suspected member of the Afghan uniformed police. The suspected shooter is in Afghan custody," Carroll said. The killing came just hours after an Afghan policeman shot five of his colleagues at a checkpoint in northern Afghanistan late in the day. The attacker then stole his colleague's weapons and fled to join the Taliban, said deputy provincial governor in Jawzjan province, Faqir Mohammad Jawzjani. More than 60 international allies, including troops and civilian advisers, have been killed by Afghan soldiers or police this year, and a number of other insider attacks as they are known are still under investigations. Buy Orient Paper; target of Rs 91: SKP Securities

SKP Securities is bullish on Orient Paper Industries (OPIL) and has recommended buy rating on the stock with a target price of Rs 91.2 in its December 24, 2012 research report.

"OPIL, part of CK Birla Group, is a diversified company having interest in papers, cement & electrical goods. It has a cement manufacturing capacity of 5 MTPA with 50 MW captive power plant (CPP). Its electrical business consists of fans & lighting products and is the largest exporter of fans from India.

Margin pressure to stable going forward
During H1FY13 EBITDA margins contracted by 491 bps y-o-y on account of purchase of imported coal at higher prices due to shortage of coal in the domestic markets, lower cement realization coupled with higher advertising spend on new product launches.

Going forward, with commissioning of 55 MW CPP at Amlai is likely to improve cost efficiency of the paper division. The plant is expected to save ~INR 300 million annually and is likely to get operational by Q3FY13. Further, better demand environment in western & southern markets to improve cement realization coupled with electrical segment's margin is also expected to improve in H2FY13 due to seasonal improvement in fan sales.

Capacity expansion plan progressing slowly
The company is implementing a Greenfield expansion of 3 million tonnes per annum (mtpa) cement plant at Gulburga, Karnataka along with 50 MW CPP at a total cost of INR 1.72 billion which earlier was expected to be completed by FY14.

As per current status, the company has acquired ~1,400 acres of land (total ~1,600 acres) at Gulburga and has applied for environmental clearance. Post approval, the plant is expected to get commissioned within 3 years.

De-merge of the cement business on cards
The scheme of arrangement for de-merger of cement business into a new wholly owned subsidiary: Orient Cement Ltd (OCL) has been approved by the Hon'ble Orissa high Court on July 27, 2012. However the certified copy of the order received had certain inaccuracies. Post the receipt of new order from High Court and it's filing with the Registrar Of Companies (RoC) the de-merger will become effective after which it will take around 3-4 months to get OCL listed on bourses.

Valuation: At CMP of INR 78.5/share, OPIL is trading at P/E of 9.5x and 8.6x of FY13E and FY14E earnings of INR 8.3 and INR 9.1 respectively. We rate a BUY rating on the stock with a 12 months price target price of INR 91.2 at 10.0x FY14E earnings," says SKP Securities research report.

LIC's claims record better than pvt insurers: Irda

The Life Insurance Company (LIC) has a better record of paying death claims than that of private life insurers, revealed the Insurance Regulatory and Development Authority (Irda) in its latest report.

 "The claim settlement ratio of LIC appeared to be better than that of the private life insurers", said Irda in its annual report 2011-12. While LIC is the only life insurance company in the public sector, there are about two dozen companies in the private sector which provide life cover.

According to the report, LIC has settled 97.42 percent of cases relating to death claims during 2011-12 compared to 89.34 percent by private sector companies. The industry average worked out to be 96.26 percent. "Settlement ratio of LIC increased to 97.42 per cent during the year 2011-12 when compared to 97.03 percent during the previous year," it said, adding that private insurers repudiated higher number of claims as compared to LIC.

On the positive side, the settlement ratio of private insurers improved during the year to 89.34 percent from 86.04 per cent in the previous year. As far as industry is concerned, the settlement ratio increased marginally to 96.26 percent in 2011-12 from 95.58 percent a year ago. LIC had 70-percent market share in 2011-12 in the life insurance industry, while the rest is with 23 private sector players.

Minor sodomised in Indore school

Indore, Dec 22 (PTI) An 11-year-old student of a government school was allegedly sodomised by unidentified person on the premises of his school. "The incident occurred on December 20 when an unidentified man allegedly picked up the class VI student of the school and subjected him to unnatural sex in one of the class rooms when other students were out on the playground," Malharganj Thana Incharge Sitaram Yadav told said today. The accused fled from the school after committing the crime, he said quoting from the FIR lodged by the victim with the police. A case under sections 377 (sexual activity against the order of nature) and 506 (punishment for criminal intimidation) has been registered against the unidentified person, police said, adding the victim has been referred to a local hospital for medical investigation. Meanwhile, students of the institute held a protest today demanding arrest of the culprit, police said. PTI GG NSK SHS SNK

Pascal seeks police intervention to enable him meet children

Bangalore, Dec 22 (PTI): French consulate official Pascal Mazurier,recently granted bail in connection with alleged rape of his minor daughter, today requested police to take steps to enable him meet his children for Christmas. Police said Pascal and his 70-year-old mother met the Additional Commissioner of Police (law and order) T Sunil Kumar with this request, saying they wanted to give the children gifts and alleged his wife was preventing them from seeing the kids. The ACP assured them he would do his best to try and see they are able to meet the children. Pascal had filed a petition in High Court, seeking quashing of the case, contending it was solely dependent on circumstantial evidence,though the hospital's medical report, which allegedly indicated sexual abuse, had not linked him. Mazurier, Consular Attache to Consulate General of France here, was arrested on June 19 on a complaint by his wife, a native of Kerala, alleging he had raped their three-and-a-half year old daughter. He was chargesheeted on September 17. On October 17, the Karnataka High Court had granted conditional bail to Pascal, arrested for allegedly raping his minor daughter, observing that the circumstantial evidence did not "specify" he had committed the offence. RPF rescues Rajasthan woman from traffickers

Jalgaon, Dec 22 (PTI) The Railway Protection Force (RPF) today arrested a man and his wife, who hailed from Rajasthan, for allegedly trying to force a woman, also from the same state, into flesh trade. Pappu Karnawat and his wife Leela, both residents of Bundi, allegedly tricked the woman (25) who hailed from Shamgarh (Rajasthan) into accompanying them for a tour around Maharashtra, an RPF officer posted at Bhusawal railway station said. However, the accused duo dumped the woman at Vaitagwadi, a notorious red light area on the city outskirts, he said. According to RPF sources, the woman managed to escape from the area and rushed to the railway station today morning and narrated her plight to RPF staff following which they laid a trap and nabbed Lata when she arrived on one of the platforms in search of the victim. Spurned lover attacks girl, stabs himself to death

Mumbai, Dec 22 (PTI) A 22-year-old spurned lover stabbed himself to death after badly injuring his college mate in suburban Bandra today. The 19-year-old victim and the accused Nikhil (22) were studying management at a college here and recently had a break-up. According to police, Nikhil accosted the girl and her three friends while they were on their way to the classroom this morning. During a heated argument between the two, Nikhil whipped out a knife from his bag and slashed her several times. Nikhil then stabbed himself around 4-5 times and also slashed his neck. Egypt's constitution seen passing in referendum

CAIRO (Reuters) - Egyptians voted on a constitution drafted by Islamists on Saturday in a second round of balloting expected to approve a charter that opponents say will create deeper turmoil in the Arab world's most populous nation.

Islamist supporters of President Mohamed Mursi, who was elected in June, say the constitution is vital to moving Egypt towards democracy two years after Hosni Mubarak was overthrown in a popular uprising. It will help restore the stability needed to fix an economy that is on the ropes, they say.

But the opposition says the document is divisive and has accused Mursi of pushing through a text that favours his Islamist allies while ignoring the rights of Christians, who make up about 10 percent of the population, as well as women.

As polling opened on Saturday, a coalition of Egyptian rights groups reported a number of irregularities.

They said some polling stations had opened late, that Islamists urging a "yes" vote had illegally campaigned at some stations, and reported some voter registration irregularities, including the listing of one dead person.

The first round of voting last week resulted in a 57 percent vote in favour of the constitution, according to unofficial figures.

Analysts expect another "yes" on Saturday because the vote covers rural and other areas seen as having more Islamist sympathisers. Islamists may also be able to count on many Egyptians who are simply exhausted by two years of upheaval.

If the basic law is passed, a parliamentary election will be held in about two months.

After the first round of voting, the opposition said a litany of alleged abuses meant the first stage of the referendum should be re-run.

But the committee overseeing the two-stage vote said their investigations showed no major irregularities in voting on December 15, which covered about half of Egypt's 51 million voters.

There was no indication on Saturday that the alleged abuses were any worse than those claimed during the first round.

"I'm voting 'no' because Egypt can't be ruled by one faction," said Karim Nahas, 35, a stockbroker, heading to a polling station in Giza, a province included in this round of voting which covers parts of greater Cairo.

At another polling station, voters said they were more interested in ending Egypt's long period of political instability than in the Islamist aspects of the charter.

"We have to extend our hands to Mursi to help fix the country," said Hisham Kamal, an accountant.

Polling stations opened at 8 a.m. (0600 GMT) and close at 7 p.m. (1700 GMT) though voting could be extended as it was last week. Queues formed at some polling stations around the country.

Unofficial tallies are likely to emerge within hours of the close, but the referendum committee may not declare an official result for the two rounds until Monday, after hearing appeals.

MORE UNREST

Even if the charter is approved, the opposition say it is a recipe for trouble since it has not received broad consensus backing from the population. They say the result may go in Mursi's favour but it will not be the result of a fair vote.

"I see more unrest," said Ahmed Said, head of the liberal Free Egyptians Party and a member of the National Salvation Front, an opposition coalition formed after Mursi expanded his powers on November 22 and then pushed the constitution to a vote.

Citing what he said were "serious violations" on the first day of voting, he said anger against Mursi and his Islamist allies was growing: "People are not going to accept the way they are dealing with the situation."

At least eight people were killed in protests outside the presidential palace in Cairo this month. Islamists and rivals clashed on Friday in the second biggest city of Alexandria, hurling stones at each other. Two buses were torched.

The head of the Muslim Brotherhood, an Islamist group that represents Mursi's power base, said the vote was an opportunity for Egypt to move on.

"After the constitution is settled by the people, the wheels in all areas will turn, even if there are differences here and there," the Brotherhood's supreme guide, Mohamed Badie, said as he went to vote in Beni Suef, an area south of Cairo.

"After choosing a constitution, all Egyptians will be moving in the same direction," he said.

The vote was staggered after many judges refused to supervise the ballot, meaning there were not enough to hold the referendum on a single day nationwide.

The first round was won by a slim enough margin to buttress opposition arguments that the text was divisive. Opponents who include liberals, leftists, Christians and more moderate-minded Muslims accuse Islamists of using religion to sway voters.

Islamists, who have won successive ballots since Mubarak's overthrow albeit by narrowing margins, dismiss charges that they are exploiting religion and say the document reflects the will of a majority in the country where most people are Muslim.

UK's Kate and William to spend Christmas Day with her parents

LONDON (Reuters) - Britain's Prince William and his pregnant wife Kate will spend Christmas Day with her parents, their office said on Saturday, in a break with the tradition of royals joining Queen Elizabeth at her country estate at Sandringham.

The Duke and Duchess of Cambridge will celebrate in private with Carole and Michael Middleton at their home in the village of Bucklebury, about 50 miles (80 km) west of London.

"The Duke and Duchess of Cambridge will spend Christmas Day privately with the Middleton family," a St James's Palace spokesman said.

The couple's decision was taken with the approval of the Queen. They are expected to visit Sandringham, in eastern England, for part of the Christmas holiday.

Kate, 30, who married the second-in-line to the throne in April 2011, spent four days in hospital this month with an acute form of morning sickness.

Members of the British royal family usually spend Christmas at Sandringham and stay until February, following a custom set by Queen Elizabeth's father and grandfather. Kate and William spent Christmas there last year, meeting scores of wellwishers.

The Middletons are likely to join millions of Britons in watching Queen Elizabeth's annual Christmas broadcast, a tradition that her grandfather George V started in 1932.

For the first time, the monarch has recorded her television broadcast in 3D. It will be shown at 1500 GMT on December 25.

India-Malaysia share 'disappointment' over Maldives' move

The termination of USD 511 million GMR Male airport project by the Maldivian government was "mentioned" in the bilateral meeting between India and Malaysia, which was the project partner, with both sides sharing their "disappointment" over the development.

"The matter was mentioned. I would not say that it was discussed in great detail. We wanted an update on their impression because their foreign minister had visited there (Maldives) briefly. "His take away was more or less the same understanding that we have that there were two separate issues and we would rather have two issues not confused or converged," External

Affairs Minister Salman Khurshid said here today. He said while one was pure assessment of contract and legal steps taken, and other is if there were political reasons behind such a termination. "The disappointment that we felt and I think we have a right to feel disappointed was also felt by them (Malaysia).

They have also been able to secure from Maldivians a letter, in some form, which indicated that performance and quality of performance was not the ground at all for termination. It was necessary for Malaysia to have it for its future prospects elsewhere," the minister said.

India has conveyed to Maldives that if there were political reasons behind the termination, they should be contained and not allowed to "spill over" in the bilateral ties, the minister said. Khurshid also talked about GMR's desire for a quick implementation of the subsequent consequences arising out of the termination of the contract which includes compensation and damages.

India's infrastructure major GMR had 77 per cent stake while the Malaysian government-owned MAHB held 23 per cent in the upgradation of Male International Airport project, which was awarded by the previous Nasheed government in Maldives.

On November 27, the Maldivian government unilaterally terminated the contract leading to legal wrangling between the government and the companies. Earlier this month, Singapore Supreme Court upheld Maldives' right to terminate the contract.

The Euro and GBP crosses with Indian rupee today has tested an all time high of 73.05 and 89.70 respectively. Recently, Greece got an in principle approval from euro area finance ministers and IMF for an additional aid of 31.1 bn euros with conditions attached. The recent upgrade of Greek's debt rating to B minus from selective default by Standard & Poor's following the bond buy back by the government also contributed to the rise in euro. A mixed economic data from UK does not justify the rise in sterling and in fact is a result of combination of dollar weakness and positive correlation with euro.

As far as rupee is concerned, the efforts taken by the UPA government and it's allies to pass the FDI in multi-brand retail in parliament, activating disinvestment process have not reaped expected benefits. The rupee has depreciated from 54.04 to 55.15 in a matter of days and is on course for further weakness. New highs in cross currency pairs can be witnessed unless government adopts stringent measures to arrest the depreciation of rupee.

Kohinoor to pump Rs350cr for hospital in Chattisgarh

Kohinoor Group today said it plans to invest around Rs 350 crore to set up a medical college and hospital in Chhattisgarh. "We have entered into a public-private-partnership agreement with the Chhattisgarh government by investing Rs 350 crore to set up a 500-bed medical college in Bilaspur," it said in a statement.

Out of the 500 beds, 20 per cent would be made available free of cost to poor patients, 20 percent to the state employees at Central Government Health Scheme rate and the rest 60 percent as per commercial norms. The project is expected to be completed within three years, it said.

"This alliance is unique as it is the first time that the state has invited a private entity to set up a medical college. We looking forward to more such collaborations as we are on an aggressive expansion mode," Kohinoor Hospital Vice- President Rajeev Boudhankar said.

The Kohinoor group, which has a significant presence in fields like education, hospitality, real estate and power entered the health industry with the launch of a multi- speciality 175-bed Kohinoor Hospital in Mumbai.

"By 2020, Kohinoor Hospital aims to infuse an additional Rs 500 crore to build multi speciality self-sustained hospitals across the country," he added. As per the agreement, the Ministry of Health and Family Welfare of Chhattisgarh has agreed to provide 25 acres of land for the development of medical college and hospital.

The medical college will admit 100 students per year, of which 50 per cent will be through the government quota.

'Rs 29,151cr allocated in schemes for BPL families in FY13'

The government has allocated Rs 29,151.89 crore in 2012-13 under various schemes for benefit of families living Below Poverty Line (BPL), the Minister of State for Planning Rajeev Shukla said in Parliament today.

For the year 2012-13, government allocated Rs 11,075 crore under the Indira Awaas Yojana for the benefit of BPL families, the Minister of State for Parliamentary Affairs and Planning Rajeev Shukla said in a written reply to Lok Sabha.

Under Swaranjayanti Swarozgar Yojana/ National Rural Livelihood Mission Rs 3,915 crore was allocated, Rs 8,447.30 crore under the National Social Assistance Programme, Rs 814.59 crore under the Swaran Jayanti Sahari Rozgar Yojana and Rs 4,900 crore under Rajiv Gandhi Grameen Vidyutikaran Yojana.

Also, under the Targeted Public Distribution System (TPDS),"government is making allocation of foodgrains for accepted number of 6.52 crore Below Poverty Line families, including 2.43 crore Antyodaya Anna Yojana families at 35 kilogram per family per month."

Shukla said the allocation of foodgrains for Above Poverty Line (APL) families are made depending upon availability of foodgrains stocks in the central pool and past off take by states/union territories (UTs). "Presently, these allocations range between 15 and 35 kg per family per month in different states/UTs," the minister said.

Under Annapurna Scheme, 10kg of foodgrains (rice or wheat) per month are provided free of cost to the destitute who are at least 65 years of age, though eligible but remained uncovered under National Old Age Pension Scheme since April 1, 2000.

The minister said the government has introduced the National Food Security Bill, 2011 in the Parliament in December, 2011. The Bill seeks to provide 7 kg of foodgrains per person per month for priority households and not less than 3 kg of foodgrains for general households, he added.

The season for tax free instruments is just starting and investors will witness a lot of these bond issues hitting the market in the coming months. There are several details related to these instruments that need to be understood as these will determine the manner in which the investor will face the operating conditions related to them. Here are some of the conditions that will require attention of investors and which they can concentrate on.

Exact nature

The exact nature of the bonds should be considered so that they give a correct picture of the entire situation. There will be several conditions that will be specified which will give a precise idea of the situation. Thus one has to see whether the bonds are secured or unsecured. If the instrument is secured then it is beneficial for the investor as it means additional safety. The nature of the security will also be mentioned so this can be seen to get an idea of the exact position that the investors will face. Further they should be redeemable in nature so this shows that they have a finite life and they could be bonds or even non convertible debentures. 

Manner of holding

There has to be a difference that has to be made between the manner in which the bonds can be held and those in which they can be traded. The bonds holding choices are likely to be in physical form or demat form. The investor can choose whichever option that they are comfortable with. However for those who are looking towards some sort of liquidity in the bonds through the trading of these instruments on the stock exchange then they might want to check whether there is trading allowed in physical form. If this is not allowed then using the demat route would have to be only choice that will help the individual deal with the situation.

Details of bonds

There are several conditions related to the bonds that will need the attention of the investor.  This will include the options that can be chosen in terms of the period for the bonds. Usually there are two options in terms of a 10 year and a 15 year bond and this will provide the main choice for the investor. The minimum application amount will determine how much the investor will need to invest when they make an application. The multiples that the investment will accept after that will also be important for those who want to make a larger application. There is also the question of the frequency of the interest payment that will be present and this will give an idea about the manner in which the payout can be received on the bonds.

Investor consideration

Depending upon the nature of the investor and the amount that is actually invested there will be different categories under which the investor will be segregated.  While it might not seem to make much of a difference about the category under which a person falls there is some value attached to this if there has to be limited allocation to each of the categories in case of over subscription. Further the manner in which the bonds will be issued to the investors should also be checked. This will enable them to know whether this will be on a first come first served basis or whether there are some other criteria for the same.  If there is a first come first served basis then it means that the investor should not wait for the last few days of the issue to actually put in their applications because by this time it might be too late. The prudent thing would be to go and make the application as early as possible so that the full allotment of the bonds is possible.

Britain to cut Afghanistan troop numbers in 2013

LONDON (Reuters) - Britain will withdraw nearly half of its 9,000 soldiers from Afghanistan by the end of next year as Afghan national forces take on a bigger role, Prime Minister David Cameron said on Wednesday.

Nearly all of Britain's soldiers are due to pull out by the end of 2014, drawing to an end a long, costly and unpopular war that has cost the lives of more than 430 British troops.

"Because of the success of our forces and the Afghan national security forces ... we'll be able to see troops come home in two relatively even steps - 2013 and 2014 - leaving probably around 5,200 troops after the end of 2013, compared to the 9,000 we have now," Cameron told parliament.

Britain, which has the second biggest foreign contingent in Afghanistan after the United States, says its involvement has helped to stabilise the country and has prevented terrorists from finding a safe haven.

But the war's critics say the country is less stable after more than a decade of violence and they question why Britain has spent so much money on the campaign at a time of strained public finances at home.

Britain's defence budget, like that of other NATO members, is under pressure, forcing the Defence Ministry to spend less on troop numbers and equipment.

Ties between Western troops and Afghan forces have been tested by a series of "insider" attacks against NATO coalition troops by Afghan soldiers or by militants wearing Afghan military uniform.

After 2014, Britain will keep a small amount of soldiers in Afghanistan to help train Afghan forces, Cameron added.

Natural gas sector growth hit by pricing,mktg policies

India's natural gas sector growth has been constrained by curbs imposed by pricing and marketing policies of the government, a FICCI-PWC report said today. "The gas sector in India holds tremendous potential.

However, its growth is constrained due to pricing and marketing policies of the government with respect to gas produced domestically," the joint paper titled 'Rising above the sub-optimalExploring ways to find energy solutions' said.

The government not just fixes the price of domestically produced gas but also determines who it should be sold to. Gas produced by PSUs and Reliance Industries is priced at USD 4.2 per million metric British thermal units (mmbtu), whereas gas produced from some of the blocks has been allowed to be sold at slightly higher rate.

"This has caused a sense of uncertainty in investors' minds," it said also identifying absence of market-determined pricing mechanism as a constraint. "The government has not been able to attract investors in the exploration and production sector due to uncertainties in areas of pricing and allocation of hydrocarbon resources, complexity in granting of approvals and various clearances, interpretation of the terms of the production sharing contracts (PSCs) and other framework agreements," it said.
    
Indian consumers, it said, are artificially insulated from the vagaries of international pricing by the government- controlled pricing regime. "This leads to inefficient use of energy owing to the lack of appreciation for real economic value of fuel," the paper said. "Unfortunately, the absence of free markets acts as a disincentive to investors, consequently resulting into a weakening of the supply side".

Also, infrastructure in the downstream gas market is very underdeveloped and needs a significant policy impetus to bring in the investments, it said adding attracting investments needs a more transparent and stable regulatory framework.
    
Economic constraints are compelling India to reduce dependency on oil and gas imports and develop capabilities in domestic hydrocarbon exploration and production. Given the need to boost development of domestic oil and gas industry in an energy starved nation, the government needs to proactively encourage public-private partnerships for developing the oil and gas industry, it said.
    
"India's dream of energy security may turn into reality if the policies are aligned to meet the challenges the sector is facing," it said adding the country's oil and gas sector has untapped potential, calling for more intense exploration activities.
