The government is looking to abolish 5/20 rule but is planning to bring in provisions which could still take a startup airline 2-2.5 years to fly abroad. All airlines must also complete one DGCA safety audit - have serious accident-free record and have enough flights to remote areas to get permission for flying abroad.

For startups like Vistara, this in turn means, it will take them 2-2.5 years before it gets permission to fly abroad.
