The food minister had requested the UP government to initiate strict action under available laws on such defaulters who have not yet paid the money back to the farmers.
Food minister Ram Vilas Paswan, Thursday, said that UP mill owners are yet to pay Rs 5,300 crore to cane farmers. He alleged that the UP government is not able to defend its policies and is not forthcoming on the assurances of payment.
It is a fiscal issue but is increasingly turning into a political one. At least the centre has toughened its position with respect to the outstanding dues from Uttar Pradesh.
The food minister went on to clarify that about Rs 5,300 crore of dues are yet to be paid and of these Rs 5,300 crore about five companies make up for over Rs 3,000 crore of dues that are yet to be paid.

The centre had also sought reassurances from UP with respect to payment to be made in a time bound manner. No such reassurances were forthcoming and that was the point of concern that Ramvilas Paswan pointed out today.
The centre clarified that the initiatives that it had announced earlier with respect to import duties, with respect to export incentives, with respect to soft loans, ethanol blending all such measures will be employed, will be implemented.
However, the food minister clarified that the onus, the burden squarely falls on the state government to initiate, to ensure the repayment and that it would be upon the state government to ensure that these mill owners do pay the required sum to the farmers.
